OEM Windows stands for "Original Equipment Manufacturer Windows." It refers to a specific type of Windows operating system license that is provided to computer manufacturers and sold with new hardware, such as laptops or desktop computers. OEM Windows licenses are intended for installation on computers that are assembled and sold by these original equipment manufacturers (OEMs).
The OEM license key is preinstalled on the motherboard and can't be transferred to another computer. And there are 2 kinds of OEM you need to understand: the OEM systems and the OEM license key.
The answer is positive if you only want to transfer the OEM Windows 7 system to another computer. And you can clone the system using a hard drive like SSD or HDD and then migrate it to the target PC.
The preinstalled OEM license key on the computer is not transferable because the manufacturer has tied the activation code to the computer's hardware. You could only buy a new key or if your OEM Windows 7 is a retail upgrade installed by the brand name, you can quickly move it to an external hard drive, such as SSD, using a professional migration tool. And then, connect and set up the disk to the new computer.

8. Once the migration is finished successfully, the PC will be restarted automatically. Then, you can follow the process to boot your PC.
